Zoom Apps Configuration (LTI Pro and Tracking Fields)

Hi Team,

We are developing a Zoom app for Zoom Client, and we need two capabilities LTI Pro and Tracking Fields, we have an account in Zoom but we saw we need one of this accounts: Education, Business, or Enterprise Plan

but this has a min license of 10 users, which we do not need, as we need this only for development, any help?
