For user role settings. If I give an edit/view access to a specific user, will he/she have access to create his own app like JWT or OAuth configurations? If yes, can he only access his user data or all user data?

Thank you for reaching out to the Zoom Developer Forum. If you provide a user with access to develop on the Zoom Marketplace, they will be able to see the credentials for the JWT app that you’ve created as those credentials are account-wide.
With those credentials, they can access account-level APIs but will not be able to access user data. Only OAuth applications, which need to be authorized by the end-user, will be able to access user data.
