Zoom start_url giving inconsistent behavior

Description
We are using a WordPress plugin called WP-Amelia. This has Zoom integration and for the most part we have good luck, but we have intermittent issues with some start_urls.

Error
“Unable to start meeting because the user is not a host” … (something like that)

How To Reproduce (If applicable)
This is so inconsistent that we have a hard time recreating it. We just ruled-out the issue being related to certain users having outdated Zoom applications by getting inconsistent results (some start_url links that work as expected and some that do not), by creating two events within our Amelia (WordPress) plugin with the same user and one link works and the other does not.
