Admin user not able to setup server-to-server OAuth

So, one of my admins are trying to deploy and app we developed in marketplace but it’s giving us a permission issues.

It’s telling us this admin’s role is missing the Account Management > View and Edit “Sub account management” privilege, however I don’t see sub account management anywhere, even as the account owner. Any clues as to how I can grant that permission to this Admin’s Role?

Thank you for your message, the only user role that has access to that is the Account Owner its not currently a role that can be assigned either.
