Cannot build app despite having all privileges

Description
I want to build an app that gets installed and used in the Zoom Client as advertised here:
https://marketplace.zoom.us/develop/create?source=devdocs

Error
Cannot click the “Create” button with the message " Developer privilege is required. "
However, I am the “Owner” role with all possible Permissions activated. I have also tried creating another user and giving me all possible permissions there (even called the role “Developer”).
Since I am the admin of my account I don’t know what else to do. Help please!

How To Reproduce (If applicable)
Steps to reproduce the behavior:

1. Sign up for Zoom account
2. Verify my person by linking a credit card
3. Attempt to create a Zoom app

I have emailed as per your request, tommy. Interestingly, the app option I mentioned in my question is now no longer available.
