Go to Zoom App Marketplace
Click Develop
Click View App Types
Go to [JWT, SDK, Webhook Only]
Create button is greyed out

Thank you for reaching out to the Zoom Developer Forum. In order to use the Zoom Marketplace the role your Zoom user has must include the Developer privilege. Please reach out to your Zoom account administrator in order to have this enabled.
