Missing Webhook Notifications for Recording Events

Issue Description
I am not receiving webhook notifications for the recording.started and recording.completed events in my General App. Notifications for other events, such as meeting.started and meeting.ended, are working correctly.

Setup Details

  1. Created a General App on the Zoom platform.
  2. Configured the app to subscribe to events, including meeting.started, meeting.ended, recording.started, and recording.completed.
  3. Enabled cloud recording in the account settings.
  4. Upgraded the account from Basic to Pro.
  5. Verified that the webhook endpoint is publicly accessible and receiving other event notifications.

Despite this setup, I am not receiving notifications for recording events.
