We are facing some serious problem as api created user registered on same webinar able to login and attend the webinar from multiple devices at same time.

This is the intended behavior, whether you created the user via the API or Dashboard. The same authenticated user can join from a phone line, desktop and a mobile device, such as a phone or tablet.
Are you creating users for webinars?
