We have a published Zoom app (approved by the marketplace), but now we want to update the scope of the app and give it for review. I just want to know what impact it will have on the new users who try to connect to our Zoom app while the updated scopes are still under review. Will they be able to connect to Zoom or not?

Update requests that only include metadata changes generally have minimal impact. However, if your update includes new scopes or functional changes, existing users won’t be immediately affected, the app will continue to work as usual. That said, users will need to reauthorize the app if they want to access any features tied to the new scopes, after the Update request is approved.
I believe they also receive an email notifying them of the changes. If users choose not to reauthorize, that’s totally fine, the app will still function, just without the added permissions.

However, I still have a question regarding my initial query: While the app is under review, will new users be able to connect to Zoom? I understand that existing users can continue using the older version of the app — but will new users also be able to connect to that older version during the review period?
Sorry for not clarifying this part. So yes, new users will still be able to authorize the app however it will be with the scopes that are currently published. Until the Update request is approved then they will have access to re-add the app with the new scopes.
